Blog: State of Jefferson County 2026: Building on a Strong Foundation

Jefferson County continues to move forward with purpose.

During his annual State of the County presentation on July 23, County Administrator Michael Luckey reflected on the accomplishments of the past year while outlining the opportunities and challenges that lie ahead. His message centered on four strategic priorities that guide Jefferson County's work: diverse housing options, a highly regarded quality of life, intentional economic growth, and transformative government.

From financial stewardship and economic development to public safety, infrastructure, and community engagement, the presentation showcased a county committed to serving residents while preparing for future growth.

A Strong Financial Foundation
Jefferson County continues to demonstrate responsible fiscal management.

The County adopted a $116 million budget for 2026 while maintaining its Aa2 bond rating, one of the strongest indicators of financial stability. The 2026 county mill rate is 2.7391, marking the ninth decrease in the past ten years. Additionally, the County closed 2025 with a $2.5 million General Fund surplus, reinforcing its commitment to responsible budgeting and long-term planning.

The Finance Department was once again recognized nationally by the Government Finance Officers Association, receiving awards for Distinguished Budget Presentation and Excellence in Financial Reporting.

Strengthening Connections with the Community
Over the past year, Jefferson County has made significant investments in how it communicates with residents.

Highlights included the launch of a new ADA-accessible county website, expanded news and newsletter offerings, and continued growth across social media. Facebook followers increased by 12%, quarterly press releases grew by more than 400%.

The County also introduced a Speaker's Bureau, giving community groups, schools, and organizations easier access to presentations from County departments on a variety of topics.

Supporting Residents Through Financial Empowerment
One of the year's most impactful initiatives has been the Jefferson County Financial Empowerment Center (FEC).

Since opening in August 2025, the FEC’s certified financial counselors have worked with residents to improve budgeting skills, reduce debt, and build long-term financial stability all at no cost to Jefferson County residents. In less than one year:

  • 80 residents became clients.
  • 239 counseling sessions were completed.
  • Clients increased their savings by more than $114,000.
  • More than $405,000 in non-mortgage debt was reduced.

Client testimonials shared during the presentation highlighted the program's impact on reducing financial stress while helping families gain confidence and work toward long-term goals.

Addressing Housing Needs
Meeting housing demand remains one of Jefferson County's top priorities.

Through the Live Local Development Fund, the County has secured more than $12 million in investor funding to support housing developments across the county. Projects are underway or completed in communities including Watertown, Fort Atkinson, Waterloo, Lake Mills, Johnson Creek, Cambridge, Jefferson, Whitewater, and Palmyra.

The County also celebrated progress on Habitat for Humanity projects and adopted an Accessory Dwelling Unit (ADU) ordinance to provide additional housing opportunities.

Driving Economic Growth
Economic development is a major focus for Jefferson County and its partners.

Recent accomplishments include:

  • Groundbreaking for two new industrial buildings in Fort Atkinson's Klement Business Park
  • Construction of Abet Laminati's new manufacturing facility in Johnson Creek
  • Expansion projects by Topcon and Summerset Marine
  • Continued development of the Food and Beverage Innovation Campus
  • Ongoing collaboration through the Wisconsin-Japan Strategic Partnership

Luckey also highlighted the success of ThriveED, which recently received the Wisconsin Economic Development Association's Organizational Excellence Award while celebrating its tenth anniversary.

Investing in Infrastructure
Infrastructure improvements continue to enhance safety, mobility, and quality of life throughout Jefferson County.

The Highway Department has completed 212 miles of paving work over the past decade, improving average pavement condition ratings from 5.5 to 7.9. Several county highway projects are underway in 2026, advancing this long-term investment.

The County also continues working to expand broadband access through multiple Broadband Equity, Access, and Development (BEAD) agreements while advocating for critical infrastructure investments that support economic growth and rural connectivity.

Enhancing Public Safety
Public safety remains among Jefferson County's highest priorities.

The Sheriff's Office launched the new JESO mobile app, providing residents with easier access to public-safety information while generating thousands of weekly interactions. Staffing levels have improved significantly, with the jail now fully staffed and the Sheriff's Office nearing full staffing overall.  Enhanced Emergency Medical Dispatch services officially launched on June 1, assisting dispatchers in obtaining key information quickly and systematically from callers to provide first responders an accurate, complete assessment of the situation they're arriving to.

Luckey also discussed the ongoing work of the County's EMS Working Group, which continues to evaluate long-term solutions to strengthen emergency medical services countywide.

Improving Health and Human Services
County departments continue to deliver essential services that improve residents' quality of life.

Highlights included:

  • Installation of PurpleAir air-quality monitors throughout the county.
  • Recognition of the Birth to Three Program for 100% compliance with federal performance indicators.
  • Outstanding resident satisfaction with Aging & Disability Resource Center services.
  • Expanded Treatment Court case management and improved emergency detention diversion outcomes.

Throughout the presentation, resident testimonials illustrated the meaningful impact these programs have on individuals and families.

Parks, Recreation, and Community Life
Jefferson County also celebrated several recreational and community milestones.

The Marsh Lake Public Access project officially opened, creating new opportunities for kayaking, fishing, birdwatching, and outdoor recreation. Interurban Trail Phase III reached completion within Jefferson County, while planning continues for future trail enhancements.

At Fair Park, more than 34,000 visitors attended the 2026 Jefferson County Fair, and the new Homegrown Showcase highlighted local businesses that contribute to the county's vibrant economy.

Planning for Tomorrow
While celebrating recent accomplishments, Luckey emphasized that planning for the future remains essential.

Current initiatives include updates to the Parks & Outdoor Recreation Plan, a Fair Park Master Plan, space planning for the Health and Human Services campus, facility consolidation efforts, and development of the 2027 County budget. These projects reflect Jefferson County's ongoing commitment to continuous improvement and responsible stewardship of public resources.
